I have the honour to transmit copies of the correspondence noted in the margin which has passed between the Officer Commanding Troops and myself on the subject of a site for an Electric Light Emplacement recently destroyed by typhoon.

1. From the Director of Public Works to the Colonial Secretary, dated 1st October, 1906.

2. From the Colonial Secretary to the Chief Engineer, South China Command, dated 3rd October, 1906.

3. From the Chief Engineer, South China Command, to the Colonial Secretary, dated 11th October, 1906.

4. From the Officer Commanding Troops to the Governor, dated 23rd October, 1906.

5. From the Governor to the Officer Commanding Troops, dated 5th November, 1906.

6. From the Officer Commanding Troops to the Governor, dated 14th November, 1906.

Owing to indisposition, I am unable at present to develop my views on this subject; but as Colonel Darling states in his letter of the 14th November that he feels it to be his duty to refer the matter to the War Office with a view to the Colonial Office being pressed for an approval of his proposals, I consider it advisable to place the correspondence in Your Lordship's hands with the remark that I adhere to the position taken up in my letter of...
